[Histonet] replacing two notices with a corrected noitice

Two notices placed 9/25 and 9/26 need to be removed. They are both titled
"Missing procedure for silver preps."  They tell of procedures that should
be done under the hood. I gave the procedures but did not include the
warning. I will replace them with the safety warning added.
