EDTA itself is only slightly soluble in water.
As you start to make the solution more alkaline e.g. by slowly adding
sodium hydroxide solution, it will start to dissolve. Then adjust pH to
what you finally want.
An easier approach is to start with disodium EDTA which is very soluble
in water and then adjust the pH.
