[OCRcommunications] Florence: Download documents without PHI permission

Dear Investigators and Research Personnel,
We would like to inform you that the 'download documents without PHI' permission has now been enabled for the QA audit external, QA audit internal, and HRPP monitor roles.

Please note that these updates to the permissions will be applied to studies moving forward. If there are any legacy studies that require these updates, please fill in the study ID, study type, and the eBinder name where the study folder is located in the attached spreadsheet. This will allow us to request a backfill of permissions from the Florence team.
