[Histonet] CLIA classifications

Cassandra, for CLIA, CAP and Joint Commission, microtomy and H&E staining (as well as embedding and special stains) are classified as "specimen processing" and do not come under the complexity designation. The reason is that the histotechs are not doing any "testing" which is defined as interpreting a result for diagnosis and signing off on a diagnostic report.
