Seek a good consultant, ask directly and decide if you want to contract or not.

Does anyone have any ideas on what the going rates are for Consultants starting up in office labs? Duties would include design, contact for construction team, ordering and setting up equipment, setting up accounts for supplies and consumables, creating all manuals and logs including CLIA manual, and hiring histotech.
