Yes, the pathologist is interpreting.  Although the HT is evaluating the
stain quality, I personally think that it should fall under 'high
complexity testing'.

To clear up what I was getting at, an unregistered tech can still meet
the CLIA requirements for high complexity testing.  If you have an
unregistered tech performing the test, I think you should make sure that
they are qualified under the CLIA requirements.
