To answer your question: 
That authority, granted by the Health Care Financing Administration (HCFA) last June, recognizes CAP as having fulfilled "all the requirements necessary to be granted deemed status under CLIA."
"Deemed status" means if you meet the CAP requirements, you will meet CLIA's
I hope that finally clarifies the answer for everyone.

CLIA considers "grossing" to be a high complexity test.  The
transference of the all tissue received in a container to a cassette,
using a standard dictation is not defined as grossing, but as
"processing", which is not a high complexity test.  CLIA uses this
clarification but it must be clearly defined in your procedure.
