Steve, 
What pretreatment are you using? Is your detection system avidin-biotin
based or a polymer? What is the concentration of primary antibody? Does your
negative exhibit any of this background staining?
Sorry for all the questions, but I can help more once I know the answers.
This is not a problem we've seen with the antibody we use.
