Some labs start their OJT as "trainees" at a lower wage - say 75% of a
certified HT. Once they pass their registry, they go up to the regular HT
pay scale.

(Good incentive for people to take the registry exam, and good cost savings
for the lab for hiring/paying people who are slower, can't do as much work
in the beginning, and need more attention/help from other techs and
supervisor.)
