[Histonet] histologist/pathologist ratio

Does anyone know if there are any regulations regarding this issue?  Could 
it be used in either Workman's compenstation or malpractice litigation?  For 
example, histology labs that are run with insufficient staffing, overworked, 
and stressed staff making mistakes which lead or contribute to litigation.
